I would imagine there is a Mexican equivalent to the FRA, but the standards may not be as stringent! Also, this was when NdeM knew that it only had a few more months of existence left, so they probably just did the bare-bones amount of maintenance to get them to the next day.

After the passenger operations ceased, some of those totally-trashed passenger coaches made their way to Cuba.
