I take it back and agree with Pink Bartoli. I found that tall building with the five columns of windows with the fire escape running down the center column: [www.google.com]

Here's where it appears to be. I don't konw what that street was called but the photographer was standing toward what I believe was called "Little 4th". Then came 4th St. then the station platform awnings and so on.

The structure just caught at the right of the frame is the tower, dno't know what it was called.
