Mileposts on Sunset route

I always thought that the mileposts on all former Southern Pacific lines showed miles from San Francisco. Certainly this is the case on the UP mainline between Klamath Falls and Portland, as well as on most of the branch lines in Oregon that have been spun off to shoreline operators.

I am on board Amtrak's Sunset Limited from Los Angeles to New Orleans. The miles-from-San Francisco rule seemed to apply to mileposts in Arizona and New Mexico. Now I am in Texas where the numbers going east are descending rather than ascending. They appear to show miles from Houston, or some point close to Houston.

Can anyone tell me, has this always been the case on this stretch of track? Or is this a change UP made?
