I've read several stories with the headline, "Railroaders offered 24% pay raise." In most of them you have to dig far into the story to learn that it's over 5 years. So most readers skim headlines and stories and think, "Wow, that's a big pay increase." When actually it doesn't keep up with inflation.
Most fail to give a proper explanation and context for the fatigue and attendance issues, just a sentence or two saying workers are tired of being on call 24/7 and have trouble getting time off. 98% of the public has no grasp of how actually bad it is compared to what they think when reading such sparse coverage of the problems.

Of course the RR's are happy to implement the PEB recs ASAP. That tells you the workers are getting a raw deal.
