Old news, almost antediluvian news because it's right out of the carriers early 1960s campaign to get rid of firemen. Back then, the Southern (might have been the N&W) hired this older black man to the craft of fireman. Upon being interviewed about his job, he answered "I just sit". Ever since the 1920s, the carriers have complained about "feather bedding", which is a reference to Union agreements requiring crewmembers they don't think are necessary.
You also don't understand FRA-approved napping policies, which were instituted because crew fatigue had become a case of the crew nodding off while the train was moving vs being able to catch 40 winks while sitting in a siding at a red signal, which increases the possibilities of their not nodding off when the train is moving.
