CW Operator Update

There is an article in the Spokane,WA Spokesman-Review about the CW line and the Eastern Washington Gateway RR loosing their contract to operate the line.

Basically the state says the EWG should have replaced more ties than they did. Their contract calls for them to replace a certain number of ties a year and they haven't been meeting the target.
