Last Thursday the Whitman County Gazette (out of Colfax) had a much better explantation. Will try to get a link. Basicly it said that they put in as many ties as they had revenue to support and the state said they should have gotten more storage cars to make more revenue to put in more ties, or gotten more traffic. Pretty confusing all the mixed messages the state is putting out to the different media.
