J and M in SF used to just end in the middle of the street like that. When I was growing up, they both had wyes for turning the single-ended PCCs. The wire goes on for another couple of poles so there can be appropriate pulloffs to stabilize it in the middle of the street all the way to the end of track. Same thing for the turnbacks like on 11th off Market.
