Complete BS. Ever heard of the panics of 1819, 1837, 1857, 1860, 1873, 1884, 1890, 1893, and 1907? All resulted in numerous bank failures; the 1890 one lead to the Pullman Strike, E. V. Debs and his ARU; while the 1907 one reshaped the US corporate landscape. All of these brought financial ruin to little guys like you and me, and all occurred sans Guvmint manipulation. Establishing the FED in 1913 reduced the frequency of occurrence. The 1929 collapse was caused by unregulated speculation and financial shenanigans by unscrupulous operators in the stock market, which lead to the establishment of the SEC.

Dictators with command economies can have direct influence on inflation, but the US has a demand economy, over which the President doesn't exercise direct control (the big companies won't stand for it). Inflation is caused by rising prices, which in turn are a result of business trying to increase profits. Last I heard, the captains of businesses are primarily GOP types.
