Not very much because if the PEB process ultimately fails, which is up to the Unions and the Carriers, Congress will step in with legislation. This leaves all that the Pres can do is ratify or veto.

Who did what to these unions? Warning: in order to know, you will have to know which union represented which craft at which business.

The situation is different for Union representation of Government employees, and this has a lot to do with disinformation surrounding "Regan firing the air controllers".
