You'll see the Portland Zoo Railroad restored through the park at the same time you'll see the San Pedro Trolley and the Seattle Waterfront Trolley restored.

Getting insurance coverage for miniature trains is probably expensive since there's been several instances where wrecks have occurred because the engineers went too fast around curves (just like full scale trains!). Cities want things that GENERATE tax revenue rather than things that SOAK IT UP. Also, when you have a city-owned miniature train or trolley, the riding public knows that there are "deep pockets" involved, and they have a tendency to slip and fall a lot, whereby they then hire a lawyer and sue. Trip-and-fall lawsuits are now as all-American as baseball and apple pie.
