From what I've read over the years about system like BART (as an example), they generally don't remove traffic but what they do is to absorb a lot of the increase in travel. Just look at the Bay Area when BART has gone on strike in the past. The roads just cease to function at all due to everyone who was riding BART are trying to drive in to work.
