Doubtful. Railroads are almost entirely Federally Regulated, except perhaps in small matters where the STB or FRA has not already regulated SOMETHING. Not sure about a train length limit law, though many Western States allow longer tractor-trailer combinations & gross weights that Eastern states do not.
I do recall reading of cases where some states enacted full crew laws, including New York State, though I'm guessing that law didn't contradict any existing Federal rule.
