Tier 4 locomotives for the Trona?

I've heard talk that California may be "encouraging" smaller railroads who have yet to acquire Tier 4 locomotives to do so in the near future. As a result, there is talk the Trona Railway may be retiring its older fleet of ex SP/UP EMDs in the near future. Has anyone else heard about this?
