Texas Pacifico guy told me recently they go to Fort Stockton about 2-3 times a week (no set days), rarely beyond. Line from Fort Stockton to Presidio has been rehabbed and is awaiting a new border patrol inspection station at Presidio for trains to finally cross the border again. They're projecting December '24 at the earliest now...
