If they are stored, why do they need to be clean? To make life easier for taggers?

Seriously, one wonders, 14 years after the CNW merger and 13 years after the SP merger, why they still have so many locomotives (around 450 at last count) that still haven't been repainted yet. Some of the exSP units were pretty shabby looking at merger date, and time has not been kind to them since.

Of course, one could say almost the same about the BNSF fleet.
