So much apples & orances.

I-15 - in a highly developed area, with significantly greater real estate and utility impacts, and relocating existing infrastructure.

CalHSR - in a sparsely populated farmland area, with much fewer impacts to development (and thus theoretically lower cost to build).

Wait until CalHSR builds into San Jose or Los Angeles. I-15 will be pennies in comparison.
