Since the tracks around San Jose are shared territory, i.e. eventually 110 mph and the electrification to San Francisco is almost complete, the cost will be less than you anticipate. The electrification between San Jose and San Francisco is partially paid for by CAHSR.

In the Burbank to Anaheim section much of the right of way already exists. New tracks and electrification will have to be added.

In both of these sections grade separations will continue to be constructed to allow speed increase from 79 mph to 110 mph. Some of these have also been paid for by CAHSR.

The CAHSR cost per mile includes these external (for now) projects.
