Nice shot. PCC didn't interchange with BNSF from PCC at Wallula, only the Watco operation
Great Northwest Railroad does. PCC did limited interchange with BNSF at Pullman until the
bridge near Colfax burned. Terms of the UP sale to Watco created a "paper barrier" that blocked most interchange with BNSF to only "new business". Even if UP couldn't fill the order
they were blocked from interchange by the legal terms of sale. I've always thought that
"paper barriers" should be outlawed. If a class one sells a line that connects to other
carriers the short line should be allowed unrestriced access for interchange. Great Northwest
operates the former Camas Prairie lines that already had established interchange with both
railroads.
