Students are Pollution

My original reference was to NIMBYs blocking the construction of a dormitory at UC Berkeley, as mentioned in the link. The reason given was that students are noise pollution. The governor asked for, and the legislature presented him with, a bill to nullify this action of a judge.

For those not familiar with the situation, this refers to the so called People's Park. In actuality most of the neighbors are in favor of anything that will change the status quo.
