A lot has changed since the 90s
Back then maybe 1/2 a dozen cops would guard the incident location
And they wanted to get roads and railroads open as soon as possible (They cared about those who paid their salaries)
Today its dozens just standing around for hours, raking in the OT and hurting commuters as much as possible
Mexico and other countries I bet if its a fatality they drag the body out of the way and proceed
File a report later
I imagine China bills the next of kin for clean up and any other costs
