Nothing has changed much in RR accident police responses since the 90's...

Most cops I know still do there jobs quite professionally...

In fact very little has changed very much in the way accidents were handled in the 90's, in regards to how train wrecks or fatalities are handled or investigated here in the United States, except that maybe now, we have social media platforms and chat board where folks can whine about how much they justs seem to hate the way cops that have to do it...

Different places with different systems may well do things differently, even if what you seem to imagine they may do, may not actually be all that factual... Or, is it supposed to be Mexico/China editorial hyperbole, which was just thrown in randomly, which has nothing to do with this thread at all?

You do seem to imagine a very different sort of reality about what we do here in the United States, about what the folks who work in public safety motivation's are, or about procedures, or what many of us folks seem to have experienced, from working with the police or first responders who deal with railroad fatalities, or any other kind of emergency response situation...

Thus, many folks can probably only imagine just how fed up someone dwelling in this alternative universe would be feeling....
