The Bishop (and Fresno, where much of the engineering and planning work is centralized now) Caltrans offices have applied the same basic practices to 395 as SANDAG has for the railroad: divide and conquer. Adding a little here and a little there when money is available, with an unpublished plan for how they all tie together. Eventually, of course, all the cheap stuff gets done and you have to start finding real money, in San Diego for bridge replacement and Del Mar and the grade, and in Inyo/Mono for some of the grades and tight spots. San Berdoo, of course, has the problem noted: most of the people are in the Basin, so that's where the money goes. The passing lanes just south of 58 are beautiful, and some widening has happened in Adelanto and Victorville, but more is needed. Yes, I've very familiar with that part of the route...
