One of the news stories (can't find it right now) suggests that Caltrans *was* trying to get rid of the pallet people. It may have been a questionable sub-lease from the actual leaseholder, and Caltrans had been trying to stop it but their legal bunch hadn't been successful yet. At least the pallets are gone now - but so is the freeway.
