Interesting, from a federal taxpayer direct payment standpoint (the tax-exempt bonds have to be counted, too), Brightline is providing a complete, working HSR line. While CAHSR is providing just the next payment in a long series of overruns. Isn't it possible to "tax the consultants and prime (not a actual working) contractres that worked on HSR some small percentage to help make up for their overruns?
