You are probably right, but it's not unheard of to bring in outsiders. The rail facility at Scranton was not necessarily of national significance while the collection inherited from Nelson Blount had broader interest. Just running trains can conflict with objectives and mission of the NPS. Golden Spike fits the bill, Scranton ....... ? ? Be interesting to see who gets the job.
