You already know the answers Bob.

The only safe crossing is no crossing (i.e. none, or grade separation). Even then, the chimps will find a way, but it's much harder.

Quad gates, afaik, are required only for high speed lines. 79mph conventional is not high speed. A few other things are required in quiet zones, but at conventional speeds quad gates are not among them. Some lines use them anyway, but I have been on many trains operating at up to 79 mph with conventionally-gated crossings, and even sometimes nothing but a sign (for private crossings). I think you'll find some conventional gates (not quad) even on the 90 mph portions of LOSSAN.
