What is a shame is that you post incorrect commentary. You make it seem like Amtrak is "generally" not running, but that is not true. Yes, Amtrak has cancelled many trains for weather related reasons, but Amtrak has been operating other trains.

Since you specifically brought up Buffalo, Amtrak cancelled yesterday's westbound Lake Shore Limited but yesterday's eastbound Lake Shore Limited operated (albeit very late) as well as both Lake Shore Limiteds today (Jan 15). Additionally, all Empire Service trains to Buffalo & Niagara Falls as well as the Maple Leaf ran today.
