No. Any G&W locomotive scrapped to satisfy the EPA settlement has to have its prime mover permanently disabled, so if it's on the "kill list" it is only good for scrap or static display unless the purchasing party is willing to rebuild the locomotive with a Tier 4- compliant prime mover. And any historic value goes right out the window when you have an SD9 or whatever with a 8-cylinder GEVO powerplant, exhaust after treatment, and/or a massively enlarged/modified radiator section, let alone the money such a rebuild would cost.
What happened with the locomotives in this case is that G&W substituted other locomotives from its fleet on the EPA scrap list so these vintage locomotives could be offered for preservation intact. It had nothing to do with moving them to another state.
