No, These units were sold with their prime mover intact, although there may be some defects, but they can be repaired. G&W replaced these units on the scrap list with others so their engine blocks didn't have to be drilled. The EPA did not go through the G&W roster and determine which units would be sceapped; G&W came to the table with 88 units they would scrap for good and the EPA accepted. There have since been several changes to that list.
