The one right thing the story said was that a single agency with the power to actually do something is needed. The LOSSAN group now is mainly for managing the operating contract with Amtrak and doing some lightweight planning.

The corridor is owned by 5 companies/agencies who are individually responsible for maintaining various parts of the tracks, and 4 MPOs that control the public transportation funds. Not a good setup for coordinated long-range planning, and especially building big projects that cost a lot of money that the MPOs and the 6 counties involved (and many millions of people living in them) would rather spend on roads.
