Thanks for the adjustments! Note though that Santa Barbara and SLO are both MPOs too. San Diego of course. Everybody else (even with CTCs) is in SCAG.
Still, I'm impressed that San Diego over the years has done some Good Work improving its part of the corridor, and is even making reasonable progress on the Del Mar situation despite obstructionism from locals.
I use "Metrolink" as a surrogate for SCRRA and the collection of counties that technically own the non-BNSF/UP land and lines within the SCAG region. Somebody (OCTA?) is responsible for maintaining the railroad - if it's OCTA (for the San Clemente segment) then the agency is clearly unprepared and inadequately funded for the job. Perhaps hiring BNSF as the property manager, with a line of credit for maintenance and repairs, might help?
