Washington lawmakers take step to join California on cap-and-trade

Yes, this is rail related. A quarter of cap and trade income goes to the California High Speed Rail Project. And a quarter goes to the utility customers of California. It pays for most of my connection fees to the grid. Since I produce more power than I use I get a check every April from my electricity provider.
