Amtrak 777 Surfliner late because rocket launch?

On Transitdocs, NB Surfliner #777 is just south of Vandenberg AFB now, and 55 minutes late.

Is it late because it stopped for the 7:25 PM SpaceX Falcon rocket launch from Vandenberg?

I believe train traffic is paused during rocket launches, correct?
