You'll note that what we're talking about here is a private railroad. Yes, like any smart business, they have taken advantage of all the public assistance available. But the bottom line is that they're building it expecting to make money, not just provide a social service.

You'll also notice that the California end of the line is in Rancho Cucamonga, near freeways (public), Metrolink (public), Ontario Airport (public), and streets (public, though the city likely is extracting enough in fees to cover the cost of whatever needs to be done to the streets for access to That Big Garage). Anybody who wants to go to downtown LA from Vegas (or vice versa) first has to get to RC. Well played, actually.

The city intends to benefit from higher tax income based on the increased value of the land and improvements, and sales and other taxes, around the new station, and the airport is designed to make a profit from operations sufficient to cover bonds issued to build and improve it. That's completely normal and expected in any functional society. Metrolink hopes to cover maybe half of the cost of operation from fares; sometimes that works, but Metrolink is more a social service than a profit-making operation. The people driving on the streets and htighways pay an assortment of taxes (including some fees that might better be described as taxes) that, aggregated, pay perhaps the majority of what maintaining them costs (construction comes out of a different pot, most of the time). Again, those are social and economic services, without which people would not be able to live in large cities or, indeed, on Earth with modern conveniences.
