The December 2023 P65 estimated cost of all the stations on the Early Operating segment is $1.237 billion. This is from the 2024 business plan.
Cap-And-Trade brings in about $4 billion per year, which goes to various programs. 25% goes to High Speed Rail and another 25% goes to the utility credits on your PG&E, SCE or SDG&E bill. Perhaps that is where the $4 billion number came from?
For AC there is assistance available:
High-efficiency heat pumps and mini splits are eligible for a federal tax credit up to $2,000. Larger federally funded rebates might become available in 2024, though they may not be easy to claim. A California statewide rebate of $1,000 is available, up to two systems per household. Many utility companies in California offer further rebates for heat pumps, ranging from $100 to $3,000 and you can generally stack or combine federal, state, and local heat pump incentives.
