My read of this is VTA needed to find out just how screwed they are on their budget for San Jose BART. They might have to go back to voters again in 2026 if the Feds don’t pony up half of $12.7B, so they need the ballot slate kept clear. They’ll find out soon enough. If recent funding level for SF downtown extension is any indication, they’re in trouble.
