The costs of running a tourist railroad are a lot higher than the costs of converting the line into a hiking and biking trail. Also, the Rails-To-Trails people have much more political clout than the American Association of Tourist Railroads -- if such an organization even exists.
There are no shippers left along this line that would generate enough revenue to meet all of the operational costs of a shortline. That's why UP got rid of it. That's why IN&P doesn't do much more than store cars.
Between Cascade and McCall, as part of a line relocation, there was a nice horseshoe curve and good scenery along the reservoir that was formed by a dam built in the 1940s. I've never seen any photos of trains along this segment.
