Not a dumb question. Answer is supposed to be yes. CAHSR trains will not be able to run full speed (at least not without building a whole new railroad where Caltrain currently sits), but it will run and an appropriate speed for the facility. Caltrain itself will (and does) run up to 70 mph. HSR will probably run a bit faster, and will be express (perhaps with 1-2 stops) between SJ & SF, but definitely not "high speed."

After all, CAHSR did dump a good-sized pot of money into the project. They expect to get what they need for "blended" service from that.
