The traction power facilities (including PG&E substations) were built to be easily upgraded for HSR, at which time speeds will be raised from 79 to 110 mph.

The grid has enough solar + battery that rolling blackouts will likely never occur again in California. About 4 GW of battery is coming online every year to enable round the clock solar. In fewer than ten years it will be completely dominated by solar + battery, with natural gas plants getting decommissioned, to join coal at a flatline of zero.
