If Nevada wants LA-Vegas or more Oakland-Reno service, it will have to pay for it. California subsidizes the Capitols, San Joaquins, and Surfliners, but isn't too keen about picking up the tab for out of state service. If California and Nevada and UP could agree on a funding and scheduling model that would get trains to Vegas and more trains to Reno, people would ride them, but Nevada would have to cough up some money to make it happen.

The Fun Train has been sponsored by the Reno C of C since the 1960s, as is the newer Snow Train.
