It might make a good policy for the MTA bus drivers in LA, where this seeems to be an epidemic. I seen it a dozen times in the last two months on an MTA bus. No cell phone or worse texting devices in the cab or operating compartment, of any moving vehicle. The MTA rail operators on the light rail don't seem to do it, and there's virtually no reception in the subway (unlike "modern" cities?). Rail seems to have more supervision, and they can't see who's behind them watching what they're doing, like on the buses. This is another reason why some unions are resisting inward facing cameras, and even vehicle location devices, an employee might have to be safe and reliable?
