Photos of this unused WP branch were posted to social media. Wow, that line could give WPRM a place to run. What has prevented that from happening?

The Loyalton Branch (actually the Loyalton Industrial Lead) is off the Winnemucca Sub a few miles east of Portola, Ca. It leaves the main at Hawley, mp 328, and wanders about 12 miles to the town of Loyalton where it used to serve the mill. The line isn't in the best of shape.
