That might be a good question to ask RT's customer service people. I'm going to guess that it's a compromise allowing the S700 ramps to be fairly short but not making the step into the high-platform trains (remaining Siemens, CAF, perhaps even UTDC) uncomfortably short. They'll be running the CAF cars indefinitely, until they're old enough to replace (bought in the early 2000s for Gold and Blue Line expansions).
