She did block it when it was to go into effect last summer. So now, according to you, it is back on with lower rates and discounts, right?
I don't exactly know how "equitable" the freebies are for the kind of folk's wealthy enough to spend the night in Manhattan? It at least maybe assuaged some of the Manhattan hotels, I guess? And maybe, NYC won't lose as much "bed tax" on tourists, and not lose as many low wage service workers who would be laid off by those hotels?
Area pricing schemes like theses still suck, if you are working for a living in Manhattan, for all of the reasons I outlined. I published a paper on these kinds of various equity and distribution of benefits issues from some of these kinds of "road pricing" schemes back in the 90's, and in these area wide pricing schemes all seem to "assume" that somehow the other 80% of road users who will pay more and get nothing, will all "magically" find non-existent and/or uncompetitive travel time transit alternatives, and then the advocates of these schemes "wish" these very real costs on folks away?
It's bullshit, and it's bad for you (if you're part of that other 80%)...
The HOT Lane ("high occupancy toll" lanes) conversions of carpool lanes that were done in LA on the 110 freeway are another excellent example with both negative equity outcomes, and even negative road efficiency outcomes. These "Lexus Lanes" forced off all of the existing carpool lane users and required transponders, the level of 24-hour vehicle counts using the lanes from this has still not recovered, and it forced tens of thousands of multi-occupant vehicle trips back into the adjacent mixed flow lanes, increasing congestion and travel times, and further eroding flow capacity during the now longer peaks. And then there is the lie that these make significant money to support bus operations. These schemes can often barely even cover the costs of these toll collection "contracts" by our politicians to collect the tolls (go figure?)
And, despite a lot of populist right-wing clamor on talk radio opposing this scheme in NYC, it is why Bob Poole at the "libertarian" Ayn Rand worshipping right wing Reason Foundation was dancing on air this month, in his latest posts about the prospects of tolling everything in America.
Many of these "new urbanist" groups have drunk this kind of "koolaide" in their sophomoric zealotic believe that they should punish the petty bourgeoise for using their "evil" automobiles who are destroying the planet.
I just love it when the fringes bend back around and come together again on the other side....
