Sounds to me like the Signal Aspect of Red is burned out. Chances are, a Train approaching it will get a Green, Yellow, Flashing Yellow. If, for some reason, it should be Red and it is dark, a dark signal is still treated the same as a Red Signal. Other than, I don't know what to tell you Allen.
