It's not two "freight motors". It's an electric PE locomotive towing baggage freight motor. Sometimes a baggage freight motor could also be found hauling a freight car, as these weren't as powerful as the electric freight locomotive towing it in this picture. A PE electric freight locomotive like the one towing the baggage freight motor in the picture could haul a whole train and were often used as a double header to haul heavier trains.
Here is David Coscia's list of surviving PE "stuff" and PE equipment. OERM has a 1600 class electric locomotive, the PE 1624, and there was at least one 1400 class "freight motor" later converted to a tower car, which used to be on display in Seal Beach at one time.
