Amtrak has rights to the La Junta route. If it's not usable they don't have in-service rights via Amarillo (presumably if they were deadheading they could run as a freight train there, without passengers). Lawyers can argue...

That said, the main bad weather predictions are not for the southern Rockies; they're for the Plains and east due to an arctic vortex outbreak. Sunday high in KC about 20, Monday about 13F. Going via Amarillo wouldn't help.
