BNSF trackage rights on the Cal-P were suspended over a year ago for good reason.

The line between Lombard and Schellville runs through swampy delta land that shortens tie life.
It's probably been decades since the line recieved the treatment it's now getting.
They initially were doing about 70-90% tie replacement, however, they have gone and dumped more ties along the parts of the line they already worked. Word from the guy overseeing the work is that they will dump most if not all of the 60,000 ties between Lombard and Petaluma.

This means they are either waiting for SMART to start work on the line north of Ignacio, or are planning on purchasing another 60,000 ties. The same guy mentioned hesitation to do much work on the line north of Ignacio except for the minimal if SMART is just going to come rip it all out and install CWR and new ties.
