Is it cheaper than building or upgrading power lines?

I could see it having a niche if, for instance, all those Powder River Basin coal mines shut down and convert to a terawatt solar field. The tracks are there. But a train full of batteries is going to scare the be***** out of the NIMBYs after that Moss Landing fire. On the thirty-second hand, perhaps the first few cars could be tenders for extending the range of some battery locomotives like Wabtec and Progress are willing to build.
